Add support for MultiSubnetFailover

Business value

For on-premises customers who run the database with high availability features, failover operations are now faster. This means that downtime due to failovers is lower so the system is more available for users.

Feature details

MultiSubnetFailover enables faster failover for all Availability Groups (AGs) or Failover Cluster Instances (FCIs) in SQL Server 2012 or later. It significantly reduces failover time for single and multisubnet Always On topologies.

In this release wave, we've added a new server setting EnableSqlMultiSubnetFailover. When an administrator sets this to true, MultiSubnetFailover is enabled on the connections from the server to the database. Enabling this setting will ensure that failover operations are faster on databases with high availability features and users will benefit from the system being more available.
