Microsoft Exchange Server Setup displayed this error because the Web-Net-Ext45 Windows component isn't installed on the computer.
You must install the missing feature before Microsoft Exchange Server Setup can continue. To install the feature, run the following PowerShell command:
Install-WindowsFeature Web-Net-Ext45
