To publish your games in the Xbox ecosystem, you're required to register with the ID@Xbox program. Then, you'll submit your games for concept approval so they can be published on Xbox.
To register for the ID@Xbox program
Go to Xbox Developer Programs page.
In the Xbox Developer Programs section of the page, select ID@Xbox.
In the ID@Xbox section of the page, click Apply Now.
On the program selection page, make sure you're signed in and click Select ID@Xbox.
You'll be taken to the application welcome page.
Verify ID@Xbox is listed as the selected program. If it isn't, click Change program and select the ID@Xbox program.
In the Introduction section click the Get started button to fill out your contact information and your studio information.
Sign the Non-Disclosure Agreement (NDA).
Provide information on your game concepts.
Fill out any additional required contracts listed.
Some steps, like providing company information and signing an NDA you’ll only need to do once. Other steps, such as submitting game concepts, need to be done for each game. Once you've submitted a concept, it can takes 10 business days for it to be approved. If a concept is not approved for some reason, you can resubmit when the build materially changes, or submit other concepts.
