Copilot Studio licensing

Messages are the common currency across Copilot Studio capabilities and are available via pay-as-you-go meters and message pack subscriptions.

Summary of Copilot Studio licenses

There are three different Copilot Studio license plans:

  • Pay-as-you-go: $0.01 per message
  • Message packs: $200 per tenant, per month
  • Copilot Studio in Microsoft 365 Copilot: $30 per user, per month

Note

For the Copilot Studio in Microsoft 365 Copilot license, agents built in Copilot Studio for Microsoft Teams, SharePoint, and Microsoft 365 Copilot, are included at no extra charge.

Copilot Studio pay-as-you-go meter

With the pay-as-you-go meter, at the end of each month, an organization only pays for the actual number of messages its agents consumed during the month. No up-front license commitment is required, giving your organization the flexibility to scale usage and ensure business continuity for mission-critical business processes. Copilot Studio message pack subscriptions

Copilot Studio capabilities are licensed via message packs, where one message pack equals 25,000 messages a month. For extra capacity, we recommend signing up for pay-as-you-go to ensure business continuity. The pay-as-you-go meter starts counting after you exhausted your message pack entitlements.

You must acquire one Copilot Studio user license (free of charge) for every user authoring agents. We recommend acquiring the tenant license and user licenses as part of a single transaction to simplify onboarding to Copilot Studio.

Billed messages

Messages are a measure of the time and effort required for your agent to retrieve information and respond to prompts and any actions or custom skills the agent uses. The number of messages taken into account for each response or action depends on the complexity of the task completed by the agent. For more information about messages, see Message scenarios.

Capacity enforcement

All Copilot Studio purchased capacity is enforced monthly and unused messages don't carry over month to month. If you exceed the purchased capacity, you should adjust your purchased quantity per standard Microsoft terms to remain in compliance. Comprehensive monitoring, reporting, and alerting mechanisms are instituted to assist you with managing Copilot Studio capacity. When usage exceeds the purchased capacity, technical enforcement applies and might result in service denial.

Copilot Studio in Microsoft 365 Copilot

Usage of agents by users licensed for Microsoft 365 Copilot, on Microsoft 365 products such as Copilot Chat, Microsoft Teams, and SharePoint, do not count classic answers, generative answers, or tenant Microsoft Graph grounding against Copilot Studio message pack or meter. For example, the usage of agents by Microsoft 365 Copilot licensed users in Microsoft 365 services or apps has zero-rated usage of classic answers, generative answers, or tenant Microsoft Graph grounding.

A Microsoft 365 Copilot license includes the following features and capabilities:

  • Microsoft 365 Copilot Chat, including Pages
  • Copilot in Microsoft 365 apps, including Teams
  • SharePoint agents
  • Agent capabilities in Copilot Studio, when used in Microsoft 365 Copilot, Teams, SharePoint
  • Copilot Analytics (Microsoft Copilot Dashboard, prebuilt business impact reports that are customizable, and advanced analytics from Viva Insights)
  • SharePoint Advanced Management

Copilot Studio use rights included with Dynamics 365 licenses

Select Dynamics 365 licenses include limited Copilot Studio use rights and session capacity to extend Dynamics 365 applications.
