a.   The standard states the relationship explicitly targeted by the id attribute shall be of type http://schemas.openxmlformats.org/officeDocument/2006/relationships/package.

In Office, the relationship specified by the id attribute shall be present in the set of relationships associated with the chart’s part in the package.
