a.   The standard does not state the relationship of the priority attribute to the worksheet cfRule element.

In Office, there shall be a conditionalFormatting element, in the worksheet part associated with this PivotTable, with the pivot attribute equal to true and a cfRule element with the priority attribute equal to this priority value.

b.   The standard does not place any restriction on the relationship between the values of the scope attribute and the type attribute.

In Office, when the scope attribute equals data or selection, only the values all or none are allowed for the type attribute.
