The Lock cell is a PtgBool parse token that specifies whether the shapes in a layer are selectable. It MUST have a Row_Type parent element that has a Layer Section_Type parent element.

A value of one specifies that the shapes in this layer are not selectable; a value of zero specifies the shapes in this layer can be selected.
