3.1.7.4.5 STATE_DISCOVER_SERVERS

If F_DISCOVERED is false, trigger a peer-discovery request as described in [MS-BPDP] section 3.2.6.4. Set F_DISCOVERED to true. If additional servers are discovered, notification will occur asynchronously, as specified in section 3.1.7.3.8.

Set state to STATE_WAIT.
