3.2.7.2 CBCP Packet Send Event

This is an event that the CBCP indicates to the PPP. The CBCP relies on the PPP to be able to send out the frame. The CBCP uses this event to indicate the CBCP message to the PPP to be transmitted over the point-to-point link.
