The TS_UNUSED_EVENT structure is sent by RDP 4.0, 5.0, 5.1, 5.2, 6.0, 6.1, 7.0, and 7.1 clients if the server erroneously did not indicate support for scancodes in the Input Capability Set (TS_INPUT_CAPABILITYSET) (section 2.2.7.1.6).
