2.2.19 NCF Packet
The NCF packet is sent by the server in response to a NACK packet, and specifies the list of ODATA ranges that server will be sending using RDATA packets. This packet is sent to the multicast address.

RangeCount (2 bytes): MUST be set to the number of ODATASeqNo ranges specified in the RangeList field.
RangeList (variable): MUST be set to an array of ODATA ranges as specified in section 2.2.19.1. The count of elements in the array MUST match the count specified using the RangeCount field.
This packet does not have any Extended Options.
