Important

Flex Spend Plans (the experience, APIs, and reconciliation attributes) are currently available in the Sandbox environment only and aren't yet available in production.

Overview

Flex Spend Plans for CSPs help partners accelerate customer adoption of consumption services by offering flexible, commitment-based spending across eligible Azure workloads. A Flex Spend Plan enables a customer to commit to a defined amount of consumption spending over a term, with monthly billing rather than a full upfront payment. The committed amount can be consumed flexibly throughout the term—all at once, evenly across months, or any pattern in between.

Unlike traditional Reserved Instances or Azure Savings Plans, a single Flex Spend Plan can cover multiple eligible products and services at the service family, service, product, or individual SKU level. This feature makes Flex Spend Plans ideal for partners looking to drive consumption growth, support workload expansion, and offer competitive pricing to customers.

Scope

Flex Spend Plans in CSP support the complete partner lifecycle. Partners can discover available plans, acquire commitments for their customers, manage active plans, and track billing and usage through reconciliation.

  • Partners can discover and acquire Flex Spend Plans.
  • Partners can construct discoverability, acquisition, and management flows in their own portals via APIs.
  • Partners can see the commitment, payments, and usage in their billing and reconciliation data.

Sandbox availability

Sandbox availability starts September 1, 2026. The early sandbox availability window helps partners prepare to operationalize and adopt the new Flex Spend Plan model. Partners should start acquiring Flex Spend Plans and generate consumption in their sandbox tenants to understand and validate how these new offers function.

In sandbox starting September 1, 2026:

  • Discovery: Partners can view available Flex Spend Plan products and add them to the cart. This feature includes support for catalog APIs to return the product, SKUs, and availabilities for the new benefit artifacts.
  • Transact: Partners can add desired Flex Spend Plans to their cart and check out, acquiring the commitment for their customers.
  • Manage: Partners can view the acquired plans and view the property details for each plan under Azure > Benefits.
  • Authorization: Initial sandbox releases mandate that Admin agent roles are supported requiring Azure GDAP permissions.

Available in future sandbox updates:

  • Billing: Reconciliation and invoice data for commitment billing and consumption tracking.
  • Utilization history and recommendation APIs to help partners right-size commitments.
  • APIs to get the meters and services the FSP aligns to.
  • More support for roles other than admin agents.

Sandbox known issues

The September 1, 2026, sandbox availability for Flex Spend Plans has some known issues that the product team is still working on. Future updates to sandbox will address these issues. But for now, partners should be aware of the following issues:

  • Cart pricing: The unit price that shows in the partner center cart review page is slightly inaccurate. This value tells the partner what they'll pay at the next billing period for the item they are acquiring. The product team has planned updates to ensure the unit price value is accurate, but for now, the amounts aren't yet quite accurate.
  • Renewals: Flex Spend Plans renew either at the end of the term or when the commitment amounts are exhausted. The renewals aren't yet testable in the sandbox environment.
  • Updates to end of term: Partners can update the end of term options for a Flex Spend Plan benefit. However, these changes aren't yet saved to the system.
  • Partners can't programmatically get the meters and services the FSP aligns to. They need to use the title and description for now in sandbox.

Key differences from other consumption commitment options

These options are complementary rather than replacements for one another.

Out of scope

  • Flex Spend Plans don't appear in the license-based getPromotions API.
  • Transferring Flex Spend Plans across partners isn't supported. If a customer transfers to a different CSP partner, the commitment associated with the original partner is canceled, and the destination partner must purchase a new commitment.
  • Self-service cancellation of Flex Spend Plans isn't supported. Partners can't self-serve cancel FSPs.
  • Exchanges of Flex Spend Plans.

Discovery

You can find Flex Spend Plans directly within the CSP catalog experience under Azure > Benefits > Flex Spend Plan. The platform displays available Flex Spend Plan products based on the customer's market eligibility. Each plan includes detailed information such as the plan name, description, commitments, term lengths, billing frequency, and eligible services.

Browse Flex Spend Plans in Partner Center

To discover and evaluate available Flex Spend Plans:

  1. Go to Partner Center and navigate to a customer.
  2. Select Add Products.
  3. Set Segment to Commercial.
  4. Set Type to Benefits.
  5. Set Benefit to Flex Spend Plan.
  6. Select the customer's Azure Plan.
  7. Select the customer's Azure Subscription.
  8. Select the Resource Group.
  9. Browse available Flex Spend Plan products and SKUs, including commitments and terms.
  10. Configure the commitment amount and scope, then add to cart.

Transact

Acquire Flex Spend Plans as Azure benefits through the standard cart and checkout flow. Select an FSP product and SKU, define the commitment amount, scope, billing plan, and auto-renewal settings, and then complete checkout.

The acquisition process requires you to specify:

  • Azure Subscription: The customer Azure subscription that the plan is associated with.
  • Resource Group: The resource group where the plan benefit is applied.
  • Commitment Amount: The total dollar amount of the commitment.
  • Scope: How the benefit is applied (shared across the billing scope, single subscription, specific resource group, or management group).
  • Term: 1 year or 3 year.
  • Billing Frequency: Monthly, one-time, or all upfront.

To acquire a Flex Spend Plan:

  1. Go to a customer and select Add Products.
  2. Select Azure > Benefits > Flex Spend Plan.
  3. Select the customer's Azure Plan, Azure Subscription, and Resource Group.
  4. Select an FSP product and SKU (for example, "FSP, 1 Year, Test Flex Plan").
  5. Configure the commitment amount, scope, term, and billing frequency.
  6. Add the plan to the cart and check out, like any other purchase activity.
  7. Review and confirm the purchase on the confirmation page.

APIs support plan acquisition and allow partners to evaluate a customer's eligibility for a specific Flex Spend Plan before purchase. If a customer isn't eligible, the system returns specific eligibility error types and provides a reason why the plan can't be added to the cart.

Commitments

Flex Spend Plans are organized by available SKUs, each with potentially different ranges of commitments. These ranges illustrate that the SKU has configured requirements for acceptable commitments:

Manage

Under Azure > Benefits, partners can view high-level details for each Flex Spend Plan, including the plan name, type, status (active or expired), start date, and end date. Selecting a plan displays a details pane containing key attributes such as:

  • Benefit ID
  • Product ID
  • SKU ID
  • SKU
  • Applied Scope
  • UPN
  • Term
  • Billing Plan
  • Commitment Amount
  • Reseller
  • Renewal Policy

Partners can view the plans they acquire but can't make modifications after purchase. Changes can't be made after using 90% of the commitment amount.

Auto-renewal

Set auto-renewal to On or Off at purchase time. When enabled, renewal occurs when either:

  • The commitment is fully consumed, or
  • The term expires,

whichever happens first. Customers can opt in or out of auto-renewal at any time before the 90% lockout threshold.

Billing

How monthly billing works

Monthly minimum payment = total commitment ÷ number of months in the term.

  • If actual monthly usage exceeds the minimum payment, the customer pays the higher amount.
  • If payments exceed usage in earlier months, the surplus carries forward and applies to future usage.
  • Unused commitment expires at term end. No credit is issued and no rollover occurs.

Transact

Partners add Flex Spend Plans as cart line items, like other transactions.

  • The CartLineItem includes a provisioningContext property where the partner supplies the subscriptionId (Azure Subscription) and resourceGroup.
  • The appliedScope can be Shared, SingleResourceGroup, or SingleSubscription.
  • A SingleResourceGroup applies the scope to the PurchaseContext's resource group and SingleSubscription applies it to the PurchaseContext's cloudSubscriptionId.

Update benefit

Use PATCH to update the benefit. This operation is an asynchronous action. This concept is similar to updating a subscription. Partners should send the full benefit payload. The PATCH call returns 202 Accepted, and the update happens in the background. Partners should check by using the GetBenefits API until the status moves to Active with updated fields.

  • You can update only when the status is Active. Otherwise, the operation returns 409.
  • You can change only displayName, autoRenewEnabled, and scheduledActions.
  • The scheduleType for scheduledActions must be TermEnd.
  • The actionType must be RenewToNewTerm.
  • purchaseCommitment.currency must be USD, and purchaseCommitment.grain must be FullTerm.
  • If autoRenewEnabled is false, set scheduledActions to [] to clear them.
