Create a in-memory object for Extension

Example 1: Create Geneva extension object

$extension = New-AzCloudServiceExtensionObject -Name "GenevaExtension" -Publisher "Microsoft.Azure.Geneva" -Type "GenevaMonitoringPaaS" -TypeHandlerVersion "2.14.0.2"
