TF60071: Your user account does not have permission to connect to the Team Foundation Server <server>. Please contact your Team Foundation Server administrator and request that the appropriate permission be added to your account.

This error occurs when the user account that runs the ClearQuest converter is not part of the Service Accounts group on Team Foundation Server. To correct this problem, add the user account to the Service Accounts security group by using the TFSSecurity command-line utility. For more information, see Team Foundation Server Permissions.
