A LINE_DEVSPECIFIC message with dwMessageType set to LINE_REGISTERSTATE is sent to the application every time that the registration state changes. This includes switching to a different cell tower.

Parameters
- dwParam1
The type of the message, in this case LINE_REGISTERSTATE.
- dwParam2
The registration state. See the Registration Status constants for possible values.
- dwParam3
Unused.
Remarks
When the location information changes, the LINE_REGISTERSTATE message is sent with the dwParam2 parameter set to the current registration state upon detection of RIL_NOTIFY_LOCATIONUPDATE.**
When the Enhanced Operator Name String (EONS) is available or is updated, the LINE_REGISTERSTATE message is sent with the dwParam2 parameter set to the current registration state upon detection of RIL_NOTIFY_EONS.**
