If you are a Billing administrator or Global administrator, you can change the number of licenses or the amount of storage that your company bought originally. The cost for more or fewer licenses or for more or less storage is prorated for the rest of the subscription term. You have to use the same payment method that you used when you bought the original licenses.

Add licenses or storage space
On the Admin page, in the left pane, under Subscriptions, click Manage.
On the Billing and subscription management page, click a subscription name.
On the Subscription details page, click Add more.
Follow the steps in the Add licenses wizard to complete your order.
If you paid for the subscription by credit card, any new licenses or storage space that you order will be available immediately after you receive an order confirmation. If you’re invoiced for subscription payments, you may be asked to complete a credit check. In this scenario, the new licenses will not be available until the credit check is complete.
