Registers an enumeration.

Parameters

Parameter	Description
name	The fully-qualified name of the enumeration.
flags	(Optional) true if the enumeration is a collection of flags; otherwise, false.

Exception type	Condition
Error.argument Function	(Debug) name is not a fully qualified type name.
Error.invalidOperation Function	(Debug) name is not a valid type.
