Remarks
A referral statement must contain a for element. This element makes it possible to determine whether a given SOAP actor matches a statement. A SOAP actor matches a referral statement if the SOAP actor name matches any of the SOAP actors listed in the for element. There are two ways in which the actors can be matched. They can match an entire URI exactly or they can match on an initial part of the URI.
