Remarks
A custom assertion is a user supplied class that derives from PolicyAssertion and exposes a constructor of the form CustomAssertion(XmlQualifiedName qName, XmlElement element). All custom assertions loaded by policy documents will be handled by instances of this type. It is only required if a custom policy assertion is to be understood by WSE. The following code example specifies that custom policy assertions are handled by a handler named SpecialPolicy.
