Creates a new header element for the SOAP envelope if one does not exist.

Return Value
An System.Xml.XmlElement containing the new or existing header element of the SOAP message.
Remarks
If a header exists, the CreateHeader method returns it. If no header exists, the method creates a new one and returns it.
Thread Safety
Any public static (Shared in Visual Basic) members of this type are thread safe. Any instance members are not guaranteed to be thread safe.
