Provides notification when a SOAP message is received and there was an exception in the pipeline.

Parameters
- envelope
A SoapEnvelope that represents the SOAP message.
- filterException
The Exception thrown in the pipeline.
Remarks
The default behavior for this method is to do nothing.
Note
Because the SOAP message has not successfully passed through the pipeline, it cannot be trusted.
