Creates new records in the EcoResStorageDimensionGroup table.

The data is created based on existing data in the InventDimGroup table. The criteria to use to determine how the dimension groups are updated are specified by the user during the pre-upgrade process. The data that the upgrade depends on must be provided before upgrade.
