Connects the specified resource or resource group to a capability.

  Type: WrkCtrId Extended Data Type
  The ID of the resource to connect.

• _capability
  Type: RefRecId Extended Data Type
  The record ID value of the capability for which to connect.

• _level
  Type: WrkCtrCapabilityLevel Extended Data Type
  The level of the capability that the resource provides.
