Create project activity records for Project hierarchy root record.

Hierarchy owner. Can be a Project, a Project quotation or null.
- _rootTemplateTaskName
Type: smmActivityPurpose Extended Data Type
If the root is for a template, provide this as the root task's name.

Type: RefRecId Extended Data Type
RecId to be assigned to a HierarchyTreeTable RefRecId.
