Validates and processes when the status changes on a trade promotion.

A Boolean value indicating whether it is an end of period promotion.
Exceptions

| Error | Throws if the promotion is missing a unit of measure. -or- Throws if a merchandising event unit of measure cannot be converted to the promotion's unit of measure. -or- Throws if the rebate of a billback merchanding event is not valid. -or- Throws if lump sum merchandising event is missing required fields. |
