Determines whether the calculation factor is blocked for edition or deletion.

Remarks
Although cost category prices can be neither edited or deleted if "blocked", costing sheet calculation factors are still able to be deleted when the status is "Previous active". As a result, old factors may be removed with time, so that the costing sheet will load faster.
