Sets the period start date for the journal line.

The period start date is set to the start date of a project period line that has a period type that matches the period type set up for the employee associated with the journal line. The project period line has a start date that is less than or equal to the transaction date of the journal line. The project period line is held in the ProjPeriodLine table.
