This message works regardless whether the caller is connected to the server or offline.
Usage
Pass an instance of this class to the Execute method, which returns an instance of QualifyMemberListResponse.
Privileges and Access Rights
To perform this action, the caller must have privileges on the List entity and access rights on the records specified in the ListId property and the MembersId property.

Notes to Callers
The list members are accounts, contacts or leads. Qualify means to evaluate which members to keep in the list. You select members to evaluate by using a query. For example, you might search for members that are in a particular zip code. This message is invoked by using Manage Members in the Web application.
