This error indicates that you cannot complete this operation because the process does not appear have the appropriate permissions to read from Active Directory.
User Action
To resolve this error, do one or more of the following:
Check to see if you have the correct permissions to read the Exchange configuration from Active Directory.
Check to make sure you are not having any network connectivity issues.
