Specifies a time-zoned time.

xt:Bias Element	1	Time zone offset, representing the difference in minutes of between the local time in this time zone and the Coordinated Universal Time (UTC).
xt:StandardTime	1	A time-zoned time, representing the date and time in this time zone when time changes over to standard time.
xt:DaylightTime Element	1	A time-zoned time, representing the date and time in this time zone when time changes over to daylight time in the current year for Daylight Saving Time.
