Note
Project Server 2013 handles project proposals and demand-management workflows differently than Office Project Server 2007 and does not use QueueCreateProposalProjectAndCheckout.
In Office Project Server 2007, QueueCreateProposalProjectAndCheckout creates a project proposal and also creates a Proposals item in a SharePoint list to track the workflow for the proposal.
