A quota template consists of the storage limit values that specify how much data can be stored in a site collection. It also specifies the storage size that triggers an e-mail alert to the site collection administrator when the data reaches the specified size. The quota template that you create can be applied to any site collection in the farm.
A site collection consists of the main site and its subsites. When you apply a quota template to a site collection, the storage limit that you specify for the quota template applies to the main site and the subsites within that site collection. If enabled, versions in a site, as well as content in the Recycle Bins, count toward storage limits. You can specify a percentage of storage quota for the second-stage Recycle Bin.

You must be a member of the Farm Administrators group to create and apply quota templates.
Create quota templates
Use this procedure to create quota templates.
Create quota templates
On the home page of the SharePoint Central Administration Web site, click Application Management.
On the Application Management page, in the SharePoint Site Management section, click Quota templates.
On the Quota Templates page, in the Template Name section, select Create a new quota template.
Type the name of the new template in the New template name box.
If you want to use an existing quota template as a base template, select the template from the list or select a new blank template.
In the Storage Limit Values section, set the values that you want to apply to the template.
If you want to restrict the amount of data that can be stored, select the Limit site storage to a maximum of check box, and then type the storage limit in megabytes in the text box.
If you want an e-mail message to be sent to the site collection administrator when a certain storage threshold is reached, select the Send warning E-mail when site storage reaches check box, and then type the threshold in megabytes in the text box.
Click OK to create the new quota template.
