Issues a ticket to the current caller.

The ticket that is a base64-encoded string.
Remarks
Another user can use this ticket to redeem the credentials of the original caller by calling the RedeemTicket(String, String) method.
Since this method is obsolete, you should invoke it through the ISecureStore interface instead.
