Event ID 38 — Server Licensing Compliance
The licensing terms for Windows EBS require that the three servers for Windows EBS are used in their intended roles. If there are more than three Windows EBS servers in the domain, the Management Server automatically shuts down 28 days after the condition is first detected, unless corrective action is taken.

This event is reported to provide information about when a server will shut down because of checks that did not finish successfully. Look for other Server Infrastructure Licensing events to resolve the issue.
Verify
Look for an event with a Source of Microsoft-Windows-Server Infrastructure Licensing and an Event ID of 17. This event indicates that the number of Windows EBS servers in the network is correct.
