To resolve this error, do the following:
Ensure that the global DPMDB database is accessible.
Ensure that the SQL Server instance of the global DPMDB database is running.
Ensure that the network connection to the computer hosting the global DPMDB database is properly configured.
Ensure that the SQL Browser service is running on the global DPMDB database computer.
Ensure that the MSDTC service is running on this DPM server and the global DPMDB database computer.
