FCSLocalPolicy.exe returns "Access Denied"

When attempting to run FCSLocalPolicy.exe on Windows Vista, you might receive an "Access Denied" message.

Background

FCSLocalPolicy.exe is used to merge Client Security registry–based policies into the local registry. The file is run from an elevated context, with administrator rights.

Solution

To run FCSLocalPolicy.exe from an elevated command prompt, click Start, point to All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
