On January 14, 2000, the United States government eliminated remaining export controls for most computer hardware and software products that incorporate 'strong encryption' (defined as products that implemented symmetric key encryption with key lengths over 64 bits). Microsoft had long advocated those changes to the U.S. regulations, and Microsoft Windows 2000 was the first platform to be shipped internationally under the new regulations with 128-bit+ encryption. Future versions of Microsoft products that incorporate encryption features will shipped with strong encryption worldwide. Products that already ship with default strong encryption worldwide include Windows 2000, Windows ME, Internet Explorer 5.5 (all versions) and Internet Explorer 5.0 for Macintosh.
Microsoft makes the following 128-bit encryption upgrades available for free worldwide download, except in U.S. embargoed destinations. These upgrades can be applied to versions that previously shipped with weaker (40-bit or 56-bit) cryptography.
