All anchors should be formatted consistently.

Explanation

All hyperlinks in a site should have the same format (such as, "news/latest.html" and "about/mailing-address.html").

Hyperlinks to external sites should also be formatted consistently. If one hyperlink to an external site includes the top-level domain prefix, then all hyperlinks to external sites should include it (such as "www.proseware.com" and "downloads.proseware.com").

The following is an example of a correctly formatted hyperlink to an external site.
