Converts a string from URL encoding (such as using %20 for space) to characters.

Parameters
- uCodePage
Type: System.UInt32
[in] The code page to use when converting to characters.
- szToConvert
Type: System.String
[in] String to convert.
- cchBuffSize
Type: System.UInt32
[in] Length of the buffer in which to store the converted string.
- szBuffer
Type: array<System.UInt16[]
[out] The buffer containing the converted string.
- pcchBuffSizeActual
Type: System.UInt32%
[out] Pointer to the actual size of the buffer used.
Return Value
Type: System.Int32
If the method succeeds, it returns S_OK. If it fails, it returns an error code.
