Remarks
The NumberRangesAttribute allows for a difference between the hard and soft limits. The user can easily set values between the soft limits, but more effort is required to set the hard limits. For example, when working with color component values, some valid values will move the color out of gamut.

Any public static (Shared in Visual Basic) members of this type are thread safe. Any instance members are not guaranteed to be thread safe.
