The Best Practices Analyzer tool for Team Foundation Server performs several Web service calls to determine whether the configuration will support the creation of a team project.
One or more of the following error messages appears if the tool cannot retrieve the requested information or if the tool determines that the user's permissions are not sufficient to create a team project:

SharePoint Products Web service experienced a call failure
Team Foundation Server {0} Web service could not be accessed

Insufficient permissions:
Note
The tool checks the permissions of the person who logged on before running the tool. To determine whether a user has sufficient permissions, the tool examines only direct membership of groups in SharePoint Products and SQL Server Reporting Services. The tool does not examine permissions for groups of which the user is a member.
