X509EncryptingCredentials Constructor (X509Certificate2, SecurityKeyIdentifier)

[Starting with the .NET Framework 4.5, Windows Identity Foundation (WIF) has been fully integrated into the .NET Framework. Initializes a new instance of the X509EncryptingCredentials class based on the specified X.509 certificate and security key identifier.
