Configure the Firewall to Enable Remote Debugging

To enable remote debugging through Windows Firewall, you must add several program and port exceptions. To successfully connect the development system to the target, you must add these program and port exceptions to both systems.

Complete details on configuring the Windows Firewall for remote debugging are available in How to Enable Remote Debugging on Windows XP Service Pack 2.
