Adds a string to the XmlDictionary.

Type: System.Xml.XmlDictionaryString
The XmlDictionaryString that was added.

Remarks

A XmlDictionaryString is built from value.

If the string value is already in the dictionary, the XmlDictionaryString previously created for it is returned.
