This composes with ClientCertEnabled setting.
ClientCertEnabled: false means ClientCert is ignored.
ClientCertEnabled: true and ClientCertMode: Required means ClientCert is required.
ClientCertEnabled: true and ClientCertMode: Optional means ClientCert is optional or
accepted.
