Returns the quotient of two inputs.
function DividedByL (a : BigInt, b : BigInt) : BigInt
Input
a : BigInt
The first input $a$ to be divided.
b : BigInt
The second input $b$ to be divided.
Output : BigInt
The quotient $a / b$.
