Returns the sum of two inputs.
function PlusL (a : BigInt, b : BigInt) : BigInt
Input
a : BigInt
The first input $a$ to be summed.
b : BigInt
The second input $b$ to be summed.
Output : BigInt
The sum $a + b$.
