Error code 0x800703f1 on 16 drivers needing to update

My pc I built it myself and its a first build but done with friends this issue is something that has never come up for any of them or was easily solved by a reset or even a clean windows OS wipe then reinstall.
the main problem is my pc REFUSES to update or do anything and I have already checked all of my hardware (stress tests) and that's not an issue, I have ran through every command prompt suggested and none found anything wrong.
I have attempted to reinstall the drivers from the producers website (MSI) and the chipset drivers which is one of the installs not installing on reset.
if anyone is able to help ill gladly take any suggestions.
The pc works just fine (typing the question via the pc) but whenever there's too much happening (a single game playing with Spotify and discord open) the EZ debug lights that i have on my motherboard show an orange light for DRAM and would black screen and reset itself. and even if there is nothing happening, no programs loaded, it will still have this crash. and that lead me to dig and discover all of these updates refusing to update.
I have even tried to uninstall and factory reset the pc and reinstall windows while removing all files. It states there has been an error and no changes were made.
How do I "recover" my pc even though I cannot get a clean slate of software and/or push the updates to truly update.

    Hi,

The error code 0x800703F1 denotes one of the registry hives has gone bad. We must determine which hive is causing the error.

To determine which hive is faulty, please run the following commands from the admin Command Prompt:

    reg load HKLM\COMPONENTS c:\windows\system32\config\components

    reg load HKLM\DRIVERS c:\windows\system32\config\drivers

(One of them might throw an error code. Post the error code or the screenshot here so that we can troubleshoot it.)

If the Components file doesn't load, copy c:\windows\system32\config\components to the desktop. Zip the file and share it on OneDrive.

If the Drivers file doesn't load, copy c:\windows\system32\config\Drivers to the desktop. Zip the file and share it on OneDrive.

For 0x800703f1, the supported self-service path is to repair Windows update components and system files, then retry updates. Since sfc, DISM, reinstall attempts, and vendor driver installs were already tried, focus on the remaining Windows Update recovery steps below.

    1. Run the Windows Update troubleshooter
      • Go to Start > Settings > System > Troubleshoot > Other troubleshooters.
      • Find Windows Update and select Run.
      • Complete the prompts.
    2. Do a clean restart into Windows
      • A clean restart starts Windows with only essential drivers and startup programs, which can remove software conflicts that block updates.
      • Use the clean restart guidance here: Learn how to do a clean restart
      • After the clean restart, try Windows Update again.
    3. Repair the Windows image and system files again in the supported sequence
      • Open Command Prompt as administrator.
      • Run:
             DISM.exe /Online /Cleanup-image /Restorehealth

      • Wait for the success message.
      • Then run:
             sfc /scannow

      • Wait for verification to reach 100%.
      • Try Windows Update again.
    4. Reset Windows Update components by renaming the update folders
      • This is a standard repair step for update corruption. It is low risk, but it clears the local update cache.
      • Open Command Prompt as administrator and run these commands one at a time:
             net stop bits
             net stop wuauserv
             ren %systemroot%\softwaredistribution softwaredistribution.bak
             ren %systemroot%\system32\catroot2 catroot2.bak
             net start bits
             net start wuauserv

      • Restart the PC.
      • Go to Start > Settings > Windows Update > Check for updates.
    5. Check Device Manager for driver errors
      • Open Device Manager.
      • Look for devices with a yellow exclamation mark.
      • For any affected device, right-click it and choose Update driver or Uninstall.
      • If hardware was added recently, install the latest third-party driver from the hardware manufacturer and then try Windows Update again.
    6. Temporarily remove third-party security software
      • Third-party antivirus or security software can block updates.
      • If installed, temporarily uninstall it, update Windows, then reinstall it after the PC is current.
      • Make sure any product keys or reinstall steps are available first.
    7. Check the drive for file-system errors
      • Open Command Prompt as administrator.
      • Run:
             chkdsk /f C:

      • Restart when prompted so repairs can run.
    8. Make sure there is enough free space
      • Windows requires at least 16 GB free for a 32-bit OS or 20 GB for a 64-bit OS to upgrade.
      • If space is low, free space and retry updates.
    9. If updates still fail, use a clean installation of Windows 11
      • This is the supported last-resort recovery path from the provided guidance.
      • Use the Windows 11 software download page here: the software download page
      • Read the notes carefully before using the tool.

The orange DRAM debug light and black-screen resets indicate a likely hardware or firmware stability issue, but the provided guidance only supports the Windows update repair steps above. For the update failure itself, the most relevant next actions are clean restart, rename SoftwareDistribution/Catroot2, check Device Manager, and run chkdsk /f C:.
