"Requested registry access is not allowed" error in SharePoint 2013 OOB workflow creation

Symptoms

You see the following error when you attempt to create a new out-of-the-box (OOB) workflow in SharePoint 2013 (Nov2017Cu):

An unexpected error occurred.

The Unified Logging Service (ULS) will also display the following details (highlighted):

Cause

The application pool account doesn't have the required permission to create the workflow.

Resolution

To resolve this issue, try the following steps:

  1. Add the application pool account of the web application to the groups WSS_WPG and WSS_Admin_WPG.

  2. Apply read access to the following registry keys:

    • HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\Office Server\15.0
    • HKLM\SOFTWARE\Microsoft\Shared Tools\Web Server Extensions\15.0\Secure
  3. Restart the server.

If the issue persists, contact Microsoft Customer Service and Support.
