Prerequisites for Microsoft Power Platform DLP
DLP Policies are applied at the tenant level or per environment. In order to configure and apply policies, the user needs to belong to one of these roles:
Tenant Admin - Manage DLP policies at the tenant or environment level
Environment Admin - Manage DLP policies only on the environments that they have been assigned to
